A successful, house builder of high quality homes is looking to recruit a Senior Civil Engineer on a full time, permanent basis for their South Midlands region located just south of Birmingham.

This is a fantastic opportunity to join an established and growing organisation with regional offices located in the North West, London, South East, West Midlands, East Midlands and South Midlands.

As a Development Manager, you will be responsible for the procurement and progression of development sites, from land appraisals, through planning, legals and technical. You will be responsible for the management of external consultants with an input of your own engineering design to ensure best quality. This position will report directly to the Associate Development Director and will involve supporting more junior members of staff; Assistant Development Managers and Development Coordinators.

Key Responsibilities;
Land
1. Inspect and appraise land opportunities in conjunction with the Land team and provide initial feasibility appraisals to enable a decision to be made whether to proceed with an offer.
2. Liaise with the Land team in completing financial analysis of sites.
3. Complete land acquisition checklists and acquisition approval packs prior to site purchase for approval by Managing Director and Corporate Group. Including preparation and supervision of initial contingency budgets and financial models.
4. Ensure that covenants within option / land agreements are complied with.
5. Oversee the commissioning of topographical surveys and commission any other technical investigations and reports to facilitate the completion of technical investigations.
6. Reconcile title plans against survey.
7. Provide technical advice on demolition, drainage, services, highways and foundations.
8. Provide fees for structural and engineering designs for inclusion in feasibility budget.
9. In liaison with the Land, Sales and Legal departments arrange competitive quotes and sales of freehold reversion are to be arranged.
10. Maintain and manage pre-development spend for option and appraisal sites in conjunction with Land Director.

Planning
1. Monitor progress of application drawings, distribute and collate Development team's comments, to ensure the most cost effective and suitable design solution is provided.
2. Liaise with architect to ensure comments on drawings are communicated and monitor progress of drawings.
3. Assist architect in preparation of planning applications / appeals.
4. Liaise with Local Authorities and provide information to architect and Development team to enable the design solution to be advanced.
5. Liaise with external Planning Consultants and architects to ensure that programme for planning applications (often set out within options) are complied with.
6. Responsible for coordination of multi-disciplinary specialist teams involved in the function of development proposals.
7. Check Section 106 agreements and other planning agreements.
8. Monitor and communicate obligations within planning agreements to the Development team.
9. Assist architect in the release and negotiation of planning conditions.
10. Communicate requirements of planning conditions to Development, Design and Construction teams.
11. Coordinate the compilation of the Planning pack in line with Corporate procedures.

Legal
1. Oversee the checking and completion of Section 38, Section 278 and Section 104 agreements and the management of Bond and Supervision fees by the Managing Engineer.
2. Oversee the checking and approval of wayleave and services agreements.
3. Brief in-house Solicitor for each new development / phase and provide relevant information to enable estate documentation to be prepared in advance of sales release.
4. Through close liaison with the Land, Legal, Accounts and Company Secretary, coordinate bank approval to fund the development including CP's.

Project Management
1. Collate the Pre-Construction Health & Safety plan for sign-off by regional H&S Officer and Associate Development Director.
2. Prepare / amend and monitor the Procurement programme, Timberframe and / or concrete schedule and notify the Associate Development Director of problems / slippage. Lead regular progress meetings, record and circulate minutes.
3. Issue DCO packages and Variation Orders.
4. Monitor progress of tender issue.
5. Monitor costs / budgets monthly for fee expenditure.
6. Check and process invoices for approval.
7. Register properties with NHBC / Building Control.
8. Set and approve managing agents fees (in coordination with Sales Manager).
9. Manage the progress and procurement of the commissioning of road & sewer designs relative to architect layouts ensuring that Technical approval is received prior to start on site.
10. In conjunction with the Site Manager, programme the laying of on-site service mains.
11. Manage the progress and procurement of the commissioning of foundation designs and detailing as part of the DCO process.
12. Coordinate the production of Drawdown Pack for corporate approval.
13. Coordinate the production of Budget Pack and Start on Site Checklist for Corporate Approval.
14. Oversee and procure adoption of public open spaces.
15. Oversee and procure adoption of roads & sewers.
16. Coordinate and manage the SWMP Plans.
17. Coordinate the Home Owner Guides.
18. Manage the RSL plot completion process.
19. Set and approve ground rents in coordination with Sales Manager.
20. Compile and monitor Development strategy.
21. Coordinate and control intervention process of engineering DCO packages.

To be considered for this position you must be degree qualified in civil engineering or in a building / construction related subject and be able to demonstrate previous experience in a similar role, preferably with a house builder or residential developer.

You must be capable of working, leading and coordinating a team of people therefore excellent communication skills both written and verbal is essential along with the ability to motivate and influence others to ensure that required programmes are met.

In return, this house builder is offering a competitive salary up to GBP45,000 plus an excellent benefits package (negotiable dependent on experience).
