Reed HR are working alongside an Education client based in the South of Birmingham in search of a HR & Payroll manager.

It is essential to have experience in rolling out new payroll systems understanding the procedure in transferring all details compliantly. Working as a HR generalist in previous roles is essential.

You will be expected to undertake general HR/ER duties but be able to support the transition of the payroll.

This is an interim role that can run for up to 6 months, £34,788 per annum, Mon- Fri 08.15-16.15, Enhanced DBS will be needed.

  • To ensure a smooth transition to the new payroll provider, including the 3 monthly dual run practice payrolls and the go live from 1st September 2019
  • Provide a professional, efficient, confidential and proactive HR support service
  • Produce quality work that meets deadlines and is accurate and professionally presented
  • Advise and support staff on HR matters, ensuring compliance with HR policies and procedures and seeking further advice from the Headteacher as necessary

Payroll & Budget
  • Ensure all the required preparation work for the change of payroll provider is undertaken in a timely manor
  • Ensure testing of the dual run practice payrolls is undertaken and all issues identified and followed up to successful remedy with the new payroll provider, so that the first live payroll (September 2019) contains accurate payroll data
  • Complete monthly payroll reconciliations in advance of payroll date to ensure that all payments are correct
  • Ensure any changes to role, grade or pay follow the agreed approval processes and are processed as per the agreed procedure
  • Lead on and co-ordinate all matters related to payroll and pensions, ensuring accuracy, compliance and appropriate approval at all stages and preparation of the monthly payroll.
  • Co-ordinate the annual appraisal, performance management and pay review administration, undertake reviews of job descriptions and person specifications
  • Maintain the staffing costs information for the School using the budget projection software and prepare projected costs for current year plus four
  • Maintain the staffing establishment records and support the Headteacher with resource planning
  • Manage the HR Budget and ensure all requisitions for the HR & the Agency budgets are raised in accordance with the Schools financial procedures. To prepare budget projections for year-end for the HR & the Agency budgets.

  • Assist with investigations, including providing advice and guidance to colleagues as necessary
  • Liaison with employee representatives in relation to employment matters
  • Develop statistical data to provide performance indicators in relation to absence data, retention data, recruitment data in order to; minimise detrimental impact on students and outcomes; improve value for money, staff retention and staff wellbeing
  • Maintain a log of HR policies and procedures and ensure policies requiring review are drafted in line with current best practice and statutory requirements in readiness for governing body approval
  • Undertake the authoriser role in the payroll system and quality assure data inputted
  • Oversee the maintenance of logs and monitoring for pecuniary interests, equal opportunities, recruitment feedback etc. and provide reports as required
  • Manage statutory returns e.g. Workforce Census, Pension Returns
  • Support the work of the Safeguarding Working Group
