DESCRIPTION:
The Asset Survey Managers will not be carrying out the asset surveys themselves, this will be undertaken by a Contractor, as mentioned on the telecon. Their (Asset Survey Manager) duties will involve travelling to each of the prisons and quality assuring the asset surveys, liaising, coordinating and communicating with key stakeholders to ensure that the surveys which are being completed are in accordance with HMPPS requirements and the detailed programme of works. HMMPS will identify a methodology and guidelines to support this approach. Prison type working experience of any potential candidates is preferred but not essential. Site Management, Building / Construction, M&E Maintenance or Facilities Management type experience and an understanding of Health & Safety legislation are a prerequisite for the post holders. This may be through BTEC Advanced Diploma in Maintenance Management, previous (HMPPS or other) works promotion examinations (eg Building Technology, Contract and Measurement Procedures, Mechanical Technology, Electrical Technology) or equivalent external qualifications. They should also hold National Examination Board in Occupational Safety and Health (NEBOSH) Construction Certificate or an Institute of Occupational Safety & Health (IOSH) or equivalent health & safety proof of competency certification.
The roles will involve but are not limited to the following;
• Interfacing with the asset survey project team and other key stakeholders;
• Quality check and assure the validity of the asset data for all plant & associated equipment for all buildings within an establishment into an agreed format and hierarchal structure that can be imported into Planet FME CAFM (Computer Aided Facilities Management system);
• Ensure all maintainable assets at the establishment including critical assets are captured;
• Capture the necessary information to populate the Planet FME CAFM database to record asset information to identify and prioritise spending requirements, and make best use of capital and resource budgets;
The team of 4 Asset Survey Managers will play a critical role in the successful delivery of the HMPPS asset survey detailed programme. They be accountable to the Asset Survey Implementation Manager and have the following key role responsibilities:
• Ensure asset survey data being provided is quality assured to the specified standard and maintained up to date and readily available;
• Monitor and report on progress of asset surveys against the programme;
• Maintain effective communications with internal and external stakeholders;
• Synchronizing key activities with the asset survey Implementation Manager in delivering the detailed programme;
• Interfacing with the asset survey project team and other key stakeholders;
• Quality check and assure the validity of the asset data for all plant & associated equipment for all buildings within an establishment into an agreed format and hierarchical structure that can be imported into Planet FME CAFM (Computer Aided Facilities Management system);
• Ensure all maintainable assets at the establishment including critical assets are captured;
• Attend project/site meetings at establishments with HMPPS stakeholders as required – maintaining accurate records of all visits;
• Apply consistent attention to detail to safeguard the HMPPS methodology for collecting and recording asset data is adhered to by the surveyors;
• Capture the necessary information to populate the Planet FME CAFM database to record asset information to identify and prioritise spending requirements, and make best use of capital and resource budgets;
• Responsible and accountable for making the best use of time/travel/resources as part of the role;
