To ensure the estates, buildings and transport assets are maintained to a very high and consistent standard to satisfy requirements and all regulatory and statutory bodies. To manage Estates, Premises and Site Warden Teams. To contribute to and lead the implementation of estates strategies. To manage refurbishment, expansion and other building advancements in terms of bidding, developing procuring and implementing building projects.

Facilities and Estates

1. To maintain the Group estates, buildings and transport assets to reflect the Group's aspired status as a foremost location of teaching and learning and to the requirements of all regulatory and statutory bodies.

2. To contribute to the preparation of the Group-wide Estates Plan.

3. To prepare and implement building, maintenance and refurbishment programmes which satisfy the needs of the Group and which reflect budgetary provision.

4. To make operational decisions within the approved policy and procedure framework, keeping your line manager apprised of issues that could develop beyond your remit.

5. To ensure best value is achieved from the staff you line manage and external contractors employed.

6. To ensure all sites are properly cleaned and the grounds maintained using internal staff and external contractors as appropriate.

7. To ensure the best interests of the Group are maintained, in particular with regards to legal interests and protection of the estate and assets.

8. To ensure that accurate and detailed floor and site plans are kept and updated regularly and to maintain the property register.

9. To ensure all physical estates and vehicle systems are checked and recorded in accordance with current legislative requirements and best practice recommendations.

10. To gain appropriate approval for projects prior to commitment in accordance with Group protocol and Financial Regulations.

11. To ensure provision of timely and accurate specifications for authorised building and refurbishment schemes, liaising with departmental representatives and external professional and technical staff as appropriate.

12. To negotiate and co-ordinate with approved external contractors on matters relating to agreed schemes, including Planning and Building Regulation authorities etc as appropriate

13. To act as Project manager for authorised schemes, paying particular attention to regulatory requirements, quality, compliance with agreed specification, timescales and safety, and ensuring that the Group can demonstrate it receives value for money in all the contracts it awards.

14. To develop and maintain benchmarking reports for your area.

15. To develop a commercial income from the activities of the department.

Health and Safety

1. Prepare and deliver an annual health & safety training plan to advise staff on the production of all health and safety, including related documentation such as safe systems of work, risk assessments etc.

2. To provide appropriate and effective security provision for all premises, utilising the Group's own resources and those of external contractors as appropriate.

3. To ensure proper siting and maintenance of all health & safety related facilities and resources on all sites, including security and emergency alarms, fire extinguishers, signage and other equipment associated with emergency procedures. Regularly check all of these arrangements in line with policy.

4. Ensure that parking and traffic management arrangements on all sites maintain clear access for emergency vehicles, and accord with best health and safety practice as far as is practical.

5. Monitor the legal environment to ensure on-going compliance with the latest Health and Safety developments
