We are seeking a highly organised and flexible Officer to support the Assistant Director, Investments & Finance with asset allocation and the strategic investment management of the £15bn Pension Fund. Key responsibilities will include: • To provide strategic investment advice and support to the Assistant Director, Investments and Finance and the Director of Pensions. • Investigative analysis and monitoring of investment issues across the WMPF portfolios/investments including responsible investment issues. • To be responsible for sourcing, researching and carrying out due diligence within asset classes, and recommending suitable investment selection decisions. • To be responsible for ensuring accurate reporting of measurement of performance of the portfolios liaising with internal and external providers to ensure timely reporting to Senior Managers, Pensions Committee and Pensions Board. • Build effective working relationships with investment organisations to maximise the benefit of services to the Fund, including the appropriate use, interpretation and implementation of analytical research into markets and investments, relevant to the implementation of the WMPF Investment strategy. Job Description ~~Within the West Midlands Pension Fund (WMPF) to support the AD, Investments & Finance with asset allocation and the strategic investment management of the £15bn Pension Fund. To deputise for the Assistant Director on investment related matters where appropriate. Responsible for the assessment, monitoring and management of risk in relation to investments. Responsible for making recommendations on strategic asset allocation, recommending changes to strategy and investment direction and undertaking in-depth analysis of the individual investment portfolios held by WMPF and WMITA. Responsible for ensuring accurate performance measurement and ensuring compliance with strategic objectives and all relevant regulations. To assist with the development, implementation and delivery of the Fund’s responsible investment strategy. To support the AD, Investments & Finance with the oversight of and management of the relationship with LGPS Central. To deliver a high performing, customer focused finance service for the £15bn WMPF and WMITA, to provide support to investment services decision making. Principal Duties and Responsibilities: The post holder has the following principal areas of responsibility: - 1. To provide strategic investment advice and support to the Assistant Director, Investments and Finance and the Director of Pensions. To contribute to the formulation of the investment strategy and investment advisory service for the Funds. 2. To support the development and monitoring of the Investment Strategy Statement and make recommendations on potential changes as appropriate. 3. Investigative analysis and monitoring of investment issues across the WMPF portfolios/investments including responsible investment issues. 4. Identifying factors which have a significant impact on portfolios/investments, both beneficial and detrimental. Making recommendations to improve performance and/or reduce risk. 5. To be responsible for sourcing, researching and carrying out due diligence within asset classes, and recommending suitable investment selection decisions including the following: - • Comprehensive evaluation and due diligence is undertaken to ensure compliance with regulatory, strategic and risk management requirements. • Reporting and analysis is presented to the AD Investments & Finance. 6. To be responsible for the review and completion of legal documentation, including limited partnership agreements and investment management agreements, as required. 7. To support the AD, Investments & Finance with the oversight of and management of the relationship with LGPS Central, identifying appropriate sub-funds and ensuring that the Fund’s strategic investment objectives can be delivered through the investment in LGPS Central funds. 8. To support the AD, Investments & Finance with the oversight of and management of any residual portfolios not transitioned to LGPS Central. 9. To ensure effective processes and arrangements are in place to monitor the performance of both LGPS Central and residual portfolios. 10. To support the AD, Investments and Finance in the contractual management of all external providers to the Fund in relation to investments, investment consultancy, custody and performance measurement. 11. Leading meetings with senior external investment managers and advisers regarding future strategy and performance. 12. Negotiation with external providers on fees as appropriate. 13. To be responsible for ensuring accurate reporting of measurement of performance of the portfolios liaising with internal and external providers to ensure timely reporting to Senior Managers, Pensions Committee and Pensions Board. 14. Interpreting investment performance information, analysing performance measurement and risk reports on a regular basis and highlighting issues to the AD, Investments & Finance. 15. Build effective working relationships with investment organisations to maximise the benefit of services to the Fund, including the appropriate use, interpretation and implementation of analytical research into markets and investments, relevant to the implementation of the WMPF Investment strategy. 16. To produce committee reports and analytical information for the AD Investments & Finance 17. To assist with the training and development of Funds’ Trustees, stakeholders and other colleagues in the departments. 18. To be responsible for implementing and overseeing projects in consultation with the AD, Investments & Finance including transition management for the Fund. 19. Advising on the suitability of benchmarks and comparative fund structures. 20. To be responsible for the Investment Assistant, setting appropriate objectives and monitoring performance. 21. To deputise for the AD, Investments & Finance in relation to investment matters. 22. To prepare and maintain system/procedure notes relating to the duties undertaken by the post holder ensuring their continued relevance, accuracy and completeness. 23. To act in accordance with the Council's Constitution and other Codes of Conduct. 24. To participate in staff development, appraisal and training as appropriate, including continuous professional development. 25. To attend officers’ meetings and working parties as required. 26. Responsible for responding to FOI requests and liaising with governance services as required. 27. To comply with the Council's agreed policies and procedures including but not limited to Health and Safety, and Equal Opportunities Policies, the Data Protection Act, Freedom of Information Act, Financial Management Regulations and other relevant Council and Government Regulations, Directives and City-wide priorities. 28. To undertake any other tasks, duties and responsibilities as directed and appropriate to the grade and role of the post subject to any reasonable adjustments under the Disability Discrimination Act 1995 as incorporated into the Equality Act 2010. 29. To participate in the wider development of the service and contribute to service improvement as required. 30.
