About the Role
This is an exciting time at Severn Trent and the role as a Programme Engineer will be all about delivering our capital projects, with innovative solutions and modern techniques. As a Programme Engineer, you will ensure successful project delivery by being accountable for projects from problem identification through to completion. To secure safe and efficient execution of the capital programme whilst supporting the Asset Creation Programme Manager. You will develop a progressive Supply Chain by driving innovation, continuous improvement and ensuring the continuing development and professional training of staff. You will be accountable for projects both in their own right and also in support of the Programme Manager and their team. Typically, you will be accountable for investments of up to £10m per year. These projects could compromise of either numerous small projects, or one single large complex project.

About You
With experience of Contract Law and Construction Contract terms, the successful candidate will also have experience of supply chain management. Risk management knowledge and understanding is key for this role, as are strong client relationship management skills. Strong financial, risk management and analytical skills are required for this role, alongside strong planning and implementation skills. About the Role
*Essential* Contract & Project Management * Perform the role of NEC Project Manager (or elements of it) when delegated by the Programme Manager; * Support the Senior Programme Engineer/Programme Manager to facilitate and authorise design acceptance in conjunction with the D&B Contractor and Investment Planning Team as prescribed in the D&B Framework; * Ensure process maps are followed and that deliverables are appropriately allocated and completed prior to each Gate; * Preparation and submission of Business Cases to STW governance boards for direction and approval; * Ensure challenges and innovations are appropriately assessed and referred elsewhere within STW where wider benefits can be gained; * Be a catalyst for change and continuous improvement on your projects; * Support the Senior Programme Engineer/Programme Manager to drive the identification and management of risks and opportunities which could impact on the delivery of the Capital Programme;* Ensure STW statutory obligations and outcomes are met for the programme of work being delivered. Health and Safety Management * Support the Programme Manager by ensuring Severn Trent Water discharges its duties as Client in accordance with CDM regulations for all projects within his/her portfolio; * Drive safety improvement performance within the direct supply chain ensuring the safety of employees, customers, public and those impacted by our operations remains paramount; * Support the Senior Programme Engineer/Programme Manager to rapidly respond to and address incidents/accidents as and when they occur and ensure the root cause is identified and actions taken to prevent re-occurrence. Financial Management * Undertake financial management of projects to ensure accurate and robust financial forecasting and budgetary allocation. *Desirable* Stakeholder Management * With support from the Senior Programme Engineer/Programme Manager facilitate the resolution of issues arising between STW and other utilities, statutory bodies and statutory undertakers, e.g., power, gas, Network Rail, British Waterways, Highway Authorities, Councils, etc * Ensure compliance with external legislation (e.g. NRSWA/TMA/ Environmental/ Planning). * Support the Senior Programme Engineer/Programme Manager by accepting handover from the Investment Planning team to the D&B Contractor after problem identification stage, between Gates 1 and 2 for batches, or after Gate 2 where single preferred solutions have been developed and from the D&B Contractor to Wholesale Operations at Gate 5. Ensure all appropriate handover procedures are followed and that a post project review is undertaken at Gate 6.

Experience & Qualifications
In order to succeed in this role it is expected that you will have: * Experience of Contract Law and Construction Contract terms. * Experience of supply chain management (with emphasis on financial, H&S, outputs, and quality). * Risk management knowledge and understanding. * Strong client relationship management skills. * Experience of integrating a disparate set of stakeholders to deliver project objectives. * Strong Financial, Risk Management and analytical skills. * Strong planning and implementation skills. * The role requires knowledge of the regulatory regime and accounting practices relevant to the capital programme. * Qualified in an Engineering, Construction, Project Management or Environmental discipline, degree preferable. * Full UK driving license. * Desirable: Working towards an appropriate professional qualification (e.g. ICE, CIWEM, IMechE, APM, RICS etc).
