Department Description

12 month Fixed Term Contract
As part of the re-location of the Emergency Services Network (ESN) Reference System, the ESN Network Approval Testing Service (NATS) will be transferred from its current location in Basingstoke to a new location in Rugby. NATS will operate during the life of ESN and will provide a facility for third party vendors to verify their products’ suitability for connection to ESN. This will include testing of control room systems, user devices and applications. Additional functionality is also proposed for the new Rugby test environment to host a performance and load testing facility for vendor development testing of their ESN control room solutions.
A Technical Design Authority (TDA) role has been identified, requiring a person with previous knowledge and experience of Public Safety Communications Services (PSCS) features and functions, and the ability to define requirements within a conformance testing environment.

Job Description

Key Stakeholder Relationships

  • Liaison with Qinetiq (Motorola’s partner for NATS) and Home Office (contractual authority).
  • Liaison with third party control room equipment suppliers to aid integration of their equipment to the NATS platform.
  • Participate in ESN control room customer/supplier forum.
  • Work closely with internal Design team and other Subject Matter Experts to ensure ESN technical and contractual requirements are met.
  • Work closely with ESN Reference System staff.


Key Responsibilities and Accountabilities

  • Providing technical design expertise for the re-location, launch and operation of ESN NATS.
  • Providing technical support as ESN NATS transitions into live service.
  • PSC S requirements analysis
  • Defining the scope of conformance testing required for 3rd party equipment user devices, applications and control room systems.
  • Technical oversight of the implementation of ESN contract change request CR164 (subject to agreement).
  • To develop a good understanding of the ESN Control Room Application Programming Interface (API).
  • Attendance at ESN supplier forums
  • Reviewing 3rd party suppliers’ design methodology, test procedures and documentation to ensure they meet the required standard.

Basic Requirements

  • A proven track record of delivery in high value IT/communications projects, preferably in Government and/or public safety sectors.
  • Able to interact effectively with customers and suppliers, including negotiation and facilitating skills to resolve complex technical problems.
  • Effective planning and problem solving skills.
  • Excellent analytical, questioning and consultative skills to identify and assess requirements.
  • Excellent verbal, written and presentation skills.
  • Ability to work within challenging timescales.
  • Ability to exercise commercial awareness in dealings with customers and suppliers

Academic and Technical Qualifications

Essential: Degree/HND/HNC in Telecommunications Engineering or similar discipline.

Other Technical Expertise, Experience and Knowledge

Essential: Significant technical knowledge and experience of telecommunications, voice and/or data networks (fixed and/or mobile).
Desirable: Experience of working with control room infrastructure and/or applications in a technical capacity. This could be either in a development, test or operational environment.
Desirable: Experience of Land Mobile Radio (LMR) systems, ideally in a public safety environment.

The successful candidate will need to undergo UK security vetting for this position. This will involve:
- Completion of a security clearance questionnaire by the candidate
- Checking identity documents and employment/education/references/residency in the UK (a minimum of 5 years)
- Checks against UK criminal and security records
- A credit reference check;
- If considered necessary, checks against the criminal and security records of relevant foreign countries.
