Main Purpose:

Management of site operations (including the fulfilment of the role of Principal Contractor under CDM on Provider Works and undertaking the role of Supervisor on Managed Works) in relation to scheme delivery

Tasks / Job Requirements:

Reporting to either the Asset Delivery Manager or Construction Manager. Responsibilities will include but not be limited to:
1. Managing and administering the construction works in accordance with the contract.
2. Overseeing fulfilment of the duties of the Principal Contractor under CDM and/or undertaking the role of the Supervisor under the NEC conditions of contract.
3. Ensuring effective implementation of the Construction Phase Plan including compliance with specific requirements (eg. site inductions and site rules).
4. Ensuring that a robust construction programme is prepared, monitored and maintained.
5. Overseeing management and control of all site operations including monitoring the progress of site operations and taking appropriate action (including the issue of instructions) to avoid over-run.
6. Organising and chairing regular meetings with the contractor to review progress and programme, and participating in Monthly Progress Meetings with senior personnel from the Highways England, and the contractor.
7. Preparation of monthly progress reports and assisting with financial reporting.
8. Verifying working practices comply with the relevant Quality Plans, Method Statements, Risk Assessments and Inspection and Test Plans.
9. Managing all changes to the works and ensuring they are agreed and properly communicated including the issue of instructions to the contractor.
10. Providing clarity of roles and responsibilities within the site team.
11. Advising and motivating site management staff and ensuring that functions are satisfactorily performed including making arrangements for appropriate training, where required.
12. Ensuring temporary works are designed in accordance with the required procedures and installed to the approved design details. Ensuring compliance with the duties of the Temporary Works Co-ordinator.
13. Ensuring appropriate inspection, sampling and testing is carried out to verify compliance. Carrying out quality checks and witnessing, and reporting of any non-conformances.
14. Carrying out regular Safety, Health and Environmental inspections, attending Safety, Health and Environmental meetings, and reporting all accidents, incidents and near-misses.
15. Overseeing the performance and operation of contractors. Ensure they are properly instructed in the safe execution of their work and programme requirements. Report on their progress.
16. Ensuring that all records are kept and maintained to the required standard.
17. Ensuring that all data necessary for the measurement of key performance indicators (KPIs) is collected and necessary reports prepared.
18. Promoting a 'right first time' culture and the use of quality management procedures as a means of continuous improvement.
19. Ensuring all necessary records required for incorporation into the handover documentation (eg. Health and Safety Files, as-constructed drawings and asset registers) are compiled.
20. Promoting the introduction of innovation, and the recording/sharing of best practice and lessons learnt.
21. Promoting a partnering ethos to provide a working environment of co-operation, trust, respect, open communication and honesty.

Individual / Person Requirements:

Essential:
* CSCS (Supervisor) Card.
* Experience in the delivery of the Principal Contractor's obligations under the CDM Regulations 2015 and role of the Supervisor under the NEC.
* Extensive experience in the successful delivery of major highway projects involving night time working and restricted site availability.
* Experienced in the successful delivery of construction projects to tight time and budget constraints.
* Good working knowledge of construction programming.
* Good working knowledge of risk management.
* Problem solving skills.
* Commercial awareness.
* Conversant with the Microsoft Office suite of programs.
* Demonstrable team leadership and management skills.
* Commitment and adaptability.
* Drive and determination.
* Positive attitude to the delivery of schemes through collaborative working in a partnering environment.
Preferable:
* Detailed knowledge of the Manual of Contract Documents for Highway Works (MCHW).
* Understanding of the Design Manual for Roads and Bridges (DMRB).
* SMSTS.
* Qualified to HND Civil Engineering or equivalent.
